San Diego HRP - History

SAN DIEGO

The San Diego Hospitality Resource Panel (HRP) evolved from HRP's in Monterey and El Cajon. In late 1995, Pacific Beach (PB) residents and merchants grew concerned about high-risk practices of hospitality and licensed beverage businesses, especially late night disturbances, litter, and property damage. Attempts to organize a Business Improvement District (BID) were also hampered by the reputation of the bars and negative publicity they generated for the area.

Following a series of Roundtables with businesses, residents, regulatory and law enforcement agencies and hospitality associations, it was recognized the issues went beyond PB and the individual establishments.

In lieu of a problem-focused structure, the San Diego HRP adopted a systems approach to address the needs of businesses as well as provide flexibility to respond to the needs of other areas of the city. The HRP held its first formal meeting in June 1996 and defined four primary objectives:

  • Assist people before they open a hospitality business understand their legal responsibilities in serving food and licensed beverages

  • Nurture a trained and professional workforce committed to responsible hospitality practices

  • Facilitate the role of government as a resource and partner in business development and increased compliance

  • Guide those moving off-track of a professionally managed establishment with community and peer-to-peer interventions
